Rural Development Program with the contribution of EPIDOSIS

The Decision to post the results tables of the administrative check of the country’s Regions for Action 4.1.5 “Implementation of investments aiming at resilience, sustainability, and the digital economic recovery of agricultural holdings of the RDP 2014-2020” is being gradually completed, and the corresponding Inclusion Decisions are issued.

According to the call, the aim of the action is to achieve resilient, sustainable, and digital economic recovery of agricultural holdings, so they can address existing and any future consequences of the pandemic or any other risk that may arise.

Beneficiaries can be natural or legal persons, owners of agricultural holdings who are given a subsidy of up to 80% % for the implementation of expenses that will contribute to the development of their exploitation based on a business plan with a budget of up to €250,000. More specifically: More specifically:

Natural persons when submitting their support request electronically must:

  • Have completed their 18th year of age, not have exceeded their 63rd year of age, and have full legal capacity according to the provisions of the Civil Code.
  • Have submitted an admissible Single Application for Support for the year 2022.
  • Be up to date with tax and insurance obligations.
  • Not be directly pensioned from any fund, domestic or foreign, except in cases of retirement due to disability under Article 37 of Law 3996/2011, as applicable, and Article 5, paragraph γ, of Law 1287/1982.
  • Not be serving a prison sentence.
  • Be registered in the Integrated Administration and Control System (IACS) as professional farmers or as new farmers under sub-measure 6.1, for whom four years have not passed since their inclusion decision in the measure. New entrants professional farmers are not eligible except those who applied for support from measure 6.1, their applications were deemed eligible but were not covered by the regional credit limit.

Legal entities under commercial law, during the electronic submission of the support request, must:

  • Have submitted an admissible Single Application for Support for the year 2022.
  • Be up to date with tax and insurance obligations.
  • Have a duration of at least until 31.12.2033. In cases where the duration is not defined or has expired, it must be defined or renewed before the submission of the support application.
  • Be judicially solvent.
  • Have agriculture as their main activity and at least 50% of their turnover must come from agricultural activities.

Eligible Expenses

  • Establishment, relocation, construction, expansion, and modernization of agricultural buildings and structures.
  • Purchase, transfer, and installation of new mechanical and other equipment. This refers to new and unused investment goods.
  • Purchase of land.
  • Purchase, transfer, and installation of perennial plantations that are not installed using seeds.
  • Fencing and landscaping of agricultural plots and the fencing of plantations.
  • Purchase of a new car with a refrigeration unit for the service of flower or mushroom production operations.
  • Purchase of a new truck for transporting beehives (beekeeping truck).
  • Purchase and installation of computers and farm management software, communication, and office equipment.
  • Investments contributing to the exploitation of Renewable Energy Sources (RES).
  • General Expenses, which include any service expense directly associated with the implementation of the investment plan and cannot be co-financed by other measures of the RDP.

Expenses are eligible if they are made after the date of finalization of the electronic support application, except for general expenses, which may have been incurred up to 24 months before the above finalization.

Financial Support

The funding for the implementation of the investment plan is covered by public expenditure (subsidy) and private participation (producer’s own capital). The subsidy is granted after the implementation of the investments and their payment.

The limit of the requested budget is 250,000 euros provided that the standard output of the operation, according to the Single Declaration of Operation for the year 2022, amounts to at least 20% of the requested budget. Otherwise, the requested budget cannot exceed 150,000 euros.

The support rate ranges from 40% to 80%.
