Rural Development Program: Pre-announcement of the Action “Young Farmers’ Establishment

The pre-announcement of the “Young Farmers’ Establishment” Action for the year 2024
has been published. EPIDOSIS can handle the application submission
and support for all funding programs.

The intervention aims to attract young farmers
under the age of 40 to engage in agricultural activities

providing them with financial support ranging from €30,000 to
€42,000 to develop their initiatives.

It applies nationwide, excluding areas in the Region of Thessaloniki (
Municipal Community of the 5th District) and the Region of Attica. It includes Islands’ Municipalities
as well as Municipalities and Communities with agricultural activities, especially rural
areas of Attica, excluding the urban core of Attica.

Support applications are based on the accepted Single Application for Support (SAS)

for the year 2024. The year 2024 is set as the reference year for the application.

Individuals and legal entities are eligible

if they meet the following conditions:

  • Own a legal agricultural-livestock farm (own livestock capital)
  • Are legally and economically responsible for its regular operation
  • Are installing for the first time in the farm during the eighteen-month period preceding the support application date
  • Submit an acceptable SAS for the year 2024

The farm manager must:

  • Be an adult, not exceeding
    40 years of age by the end of 2024
  • Be a permanent resident in one of the program’s implementation areas
  • Have at least a high school diploma or vocational school degree. If a
    high school graduate, simultaneous training in geotechnical

direction for at least 150 hours or professional qualifications is
required:

 Engaged in the profession of a farmer with full-time employment

for three consecutive years or for an equivalent period with reduced
working hours during the last decade, or insured as members of a
“rural family farm” from the commencement
of insurance
at least from the year 2022.

  •  Has not conducted agricultural professional activity for
    at least the last 5 years before the date of the first installation.
  •  In the last four years before the previous year from that of the
    reference year (2019 – 2022), has not submitted an OSDE
    declaration with an average standard performance exceeding €12,000 in mainland Greece
    Crete, and Evia, and €10,000 in the islands excluding Crete and
    Evia. In any case, those who have submitted at least one OSDE
    declaration with a standard performance exceeding €16,000
    in the years 2019 – 2022 are not eligible.
  • Does not have permanent non-agricultural employment, whether
    dependent or independent.
    If they do, they commit to terminate it after the announcement of the results of the examination of their application (if deemed eligible)
    and before their inclusion in the measure.
  • Has not been a beneficiary of measures for new farmers under the RDP 2014
    – 2022, the RDP 2007 – 2013, and the EAGF-RD 2000 – 2006 in the past.
  •  Does not have a spouse who:
  1. Submitted an OSDE declaration in 2024 with a standard performance
    exceeding €1,000 or
  2. In the years 2022 and/or 2023 submitted an OSDE declaration with a
    standard performance exceeding €16,000 in mainland Greece,
    Crete, and Evia, and €13,000 in the islands excluding Crete and Evia, or
  3.  Is a professional farmer, based on a certificate or verification
    from the Ministry of Rural Development and Food (MAAE). Spouses of professional farmers in the fisheries sector
    are exempted.
  • If they have student status, they must have completed the number of
    prescribed years of study for each school.
  • Must have fulfilled their military obligations by December 31, 2025, or have been exempted from them, to have the possibility of managing their farm.
  • If receiving a disability allowance with a disability percentage equal to or greater than 67%, to be considered by the competent authority (KEPA) as capable of work (livelihood profession).

The support amount is structured as follows:
A basic support amount of €30,000 is provided,
upon which the following supplements are calculated:
A)2.500€if the permanent residence area of the farm managers is located in mountainous or disadvantaged areas or in small islands (islands with a population of up to 3,100 inhabitants) and in regional units with a population density less than or equal to 35 inhabitants per square kilometer based on the 2021 population census, or a combination of these categories of areas.
B)10.000€, , if the primary direction of the agricultural enterprise
at the completion of the business plan is poultry or livestock farming.
Therefore, the support amount can range from €30,000 to €42,500.

The financial support is paid in two installments. The first installment is paid upon the candidate’s inclusion in the measure and corresponds to 70% of the total support. ΤheThe remaining 30% is paid after the certification of the completion of the investment plan. Producers are required to submit a development business plan for their agricultural operation, valid for up to four years from their inclusion in the program.
